Update on Moreno Valley Mall’s closure planned at special meeting
The public can address city council members and hear reports from officials.

A week after the Moreno Valley Mall’s temporary closure, the city’s elected leaders will hold a special meeting to share the latest details with the community.
The session has been called for 6 p.m. Thursday, Feb. 26, at Moreno Valley City Hall.

“Given the importance of this situation and the impact on our community, we felt it was important to convene promptly so the council can provide the community with an update on the status of the situation, including the progress of required life, safety and fire protection corrections and discuss solutions toward safely and responsibly reopening the mall as soon as possible,” Mayor Ulises Cabrera wrote in a Wednesday, Feb. 25, Instagram post announcing the meeting.
The agenda includes reports from the fire chief, city attorney and other city officials on the status of the mall closure and questions from council members.
The public also will be able to address the council during the session.
The city closed most of the mall Thursday, Feb. 19, except for JC Penney, Macy’s and the Harkins Theatres, citing the urgent need to correct alleged fire code violations. The mall needed nine major repairs for it to reopen, three of which have been addressed, City Attorney Steve Quintanilla said Wednesday, Feb. 25.
City officials have said the 87-acre complex’s closure comes after 88 code violations at the property since 2019.
Also, the mall owed the city nearly $700,000 for code violations and on-site law enforcement services, Quintanilla and City Manager Brian Mohan wrote in a January letter to mall management.
Mall officials have said the closure was unexpected and that they are working with the city to address the issues and reopen.
“I understand that this situation has caused concern and uncertainty for many in our community, including our business owners, tenants, workers, and families,” Cabrera wrote. “Closing the mall was the last outcome anyone wanted. However, protecting life and ensuring safe conditions must remain our top priority.”
City Hall is at 14177 Frederick St., Moreno Valley.
