China has retaliated against a United States move earlier this month to blacklist Chinese firms.

Washington had apparently, designated more Chinese technology companies as “Chinese military companies” under Section 1260H of the National Defense Authorization Act.

The US action on June 8 expanded the Section 1260H blacklist from 134 to 188 entities, adding firms like Alibaba, Baidu, BYD, NIO and Unitree Robotics, and accusing them of aiding Beijing’s military.

In response, China’s Commerce Ministry added 10 US entities to its export control list, including MP Materials and USA Rare Earth, two key producers in the US rare earth supply chain.

The countermeasure prohibits organizations and individuals from supplying Chinese dual-use items to the listed importers.

On the same day, China’s Finance Ministry barred public agencies from purchasing goods from 46 designated US companies, mostly defense contractors, in government procurement projects.

Foreign-funded entities registered in China that are affiliated with the blacklisted firms are exempt from the ban.

Already the Chinese e-commerce company Alibaba has filed a lawsuit against the United States Department of Defense for labelling the online retailer a “Chinese military company”.
