Blind Farmer Elected to Lead Disability Movement as NCPD Charts New Course for Saint Lucia

The National Council of and for Persons with Disabilities (NCPD) has ushered in a new era of leadership, electing renowned advocate Antonius “The Blind Farmer” Tixcy as President to spearhead the organisation’s work over the next two years.

Tixcy was elected during the NCPD’s General Meeting at Coconut Bay Resort on Sunday, August 2, where members from across Saint Lucia gathered to choose a new Board of Directors for the 2026-2028 term. His election signals a renewed commitment to strengthening the voice of persons with disabilities and advancing inclusion at every level of society.

Joining Tixcy on the executive are Kevin Jean Baptiste as First Vice President, Miguel Doyle as Second Vice President, Jonnaki Satney as Secretary, outgoing President Merphilus James as Treasurer, and Ryan O’Brian as Public Relations Officer.

The Board is completed by Carissa Innocent, Youth Representative, Juliana Francis, Trustee with Disability, and Natacha Joseph, Trustee without Disability.

The newly elected nine-member Board reflects the organisation’s commitment to inclusive leadership, with eight of its members being persons with disabilities. Four women and five men make up the Board, ensuring that those most directly impacted by disability issues remain at the forefront of advocacy, policy discussions and decision-making.

The election process was overseen by Gregory St. Ange, while outgoing President Merphilus James presented a report highlighting the Council’s achievements, ongoing programmes and key priorities over the past term. Members also received the organisation’s financial report before participating in discussions on the issues they believe should shape the Board’s agenda over the next two years.

Delegates attending the meeting represented communities across Saint Lucia, with the overwhelming majority being persons with disabilities. Caregivers also participated, ensuring a broad range of perspectives informed the discussions.

With fresh leadership now in place, the NCPD is expected to build on its recent progress while intensifying its advocacy for greater accessibility, inclusion and equal opportunities for persons with disabilities across Saint Lucia.
