Urban and rural development minister James Sankwasa has directed the National Housing Enterprise (NHE) board to extend chief executive Gisbertus Mukulu’s contract until a replacement is appointed and assumes office.
This is contained in a letter dated 25 June and addressed to NHE board chairperson Toska Sem from the minister.
Sankwasa says the move is necessary to ensure stability, institutional memory and a smooth transition at the state-owned housing entity.
“The tenure of the current NHE board expires on 31 August and renewing Mukulu’s contract would help avoid a leadership vacuum while the recruitment process for a substantive chief executive is being finalised,” the letter reads.
Sankwasa says Mukulu’s contract should be renewed and/or extended until the end of September or until a new appointment assumes duty, whichever comes first.
The directive follows earlier engagements between the ministry and the NHE board regarding the extension of Mukulu’s employment contract and the tenure of the current board.
The minister also instructs the board to confirm in writing the implementation of the directive by 3 July.
The development comes at a critical time for NHE as the institution navigates a leadership transition amid ongoing efforts to address housing delivery challenges across the country.
Neither Sankwasa or Mukulu were reachable for comment at the time of going to print.
