Mario Michel to lead Commission of Inquiry into deadly boat collision

Retired judge Justice Mario Michel will lead a four-member Commission of Inquiry into the deadly July 18 boat collision off Anse Cochon that claimed the lives of Mhakeida Nestor, Debbie Dolor, Marley William and Tyrone Elivique, and left several others injured.

Acting Governor General Felix Finisterre formally appointed the Commission on the advice of the Cabinet, according to an Extraordinary Government Gazette published on Thursday. Its work is scheduled to begin on September 8 and continue until March 8, 2027.

Michel will serve as chairperson, alongside maritime consultant Cuthbert Didier, retired Superintendent of Police Kentry Frederick and Assistant Commissioner of Police Luke De Freitas.

The Commission has been tasked with examining the circumstances surrounding the collision, reviewing Saint Lucia’s laws governing maritime accidents, and looking at the procedures and protocols used for maritime safety and investigations.

It is also expected to make recommendations based on its findings, including to help inform the drafting of a modern Maritime Act.

The Commission will hold sittings during the period at the Parliament Chamber.

Members of the public can make written submissions or arrange to give evidence orally.

Attorney Shahida Charlemagne-Octave has been appointed legal counsel, while retired public servant Lenita Joseph will serve as secretary.

Michel is required to submit the Commission’s report to the Governor General by March 8, 2027. The report is expected to detail the proceedings, the Commission’s findings and the reasons for its conclusions.
