US envoy Popp exits after brief tour, leaves imprint on health, trade programmes
The United States Ambassador to Uganda, William Wayne Popp, is set to depart following the conclusion of his tour of duty later this month.
Popp has served as U.S. ambassador to Uganda since September 2023, when he succeeded Natalie E. Brown.
During his tenure, he oversaw a range of U.S.-funded initiatives, with a strong focus on public health, economic development, and governance. He supported the rollout of programmes under the President’s Emergency Plan for AIDS Relief (PEPFAR), a cornerstone of Uganda’s HIV/AIDS response, alongside broader efforts to strengthen the country’s health systems.
Popp also promoted trade and investment ties between Uganda and the United States, engaging government and private sector players to advance business partnerships, economic growth, and job creation. His tenure saw continued support for youth-focused programmes, particularly in entrepreneurship and digital skills development, aimed at expanding opportunities for young people.
On governance, he maintained emphasis on democratic principles, human rights, and institutional accountability, frequently engaging both state and civil society actors.
Prior to his posting in Kampala, Popp served as the United States Ambassador to Guatemala.
