Brooke A. Sharp, Esq. was appointed City Manager by the University City Council at its May 26 meeting, concluding a national search that drew more than 45 candidates. Sharp has served as Interim City Manager since February 2026, following the retirement of longtime City Manager Gregory Rose. Before stepping into the interim role, she served as Deputy City Manager beginning in 2022 and Assistant City Manager starting in 2021.
“I am honored by the confidence the City Council has placed in me,” Sharp said.
Mayor Terry Crow said Sharp’s performance over the past several years —especially during the transition — made the Council’s decision clear.
“Brooke has demonstrated strong leadership, sound judgment and a deep commitment to the residents, businesses and employees of University City,” Crow said. “We are pleased to officially appoint her as City Manager.”
She will take the oath of office on June 22.
Sharp’s path to the role reflects more than two decades of public service shaped by legal training, municipal management experience and a consistent focus on community-centered governance. She earned her Juris Doctor from Saint Louis University School of Law, a Master of Public Affairs from the University of Missouri–Columbia, and a Bachelor of Science in Psychology from Lindenwood University. She is an ICMA Credentialed Manager and an active member of the Missouri Bar Association, the International City/County Management Association and the National Forum for Black Public Administrators.
Colleagues say Sharp brings a steady, detail-driven approach shaped by years of navigating complex municipal systems.
“As Interim City Manager, she has earned the confidence of the City Council through her professionalism, integrity and ability to lead during an important period for the community,” Crow said.
Her experience working in both larger and smaller cities has given her a broad understanding of budgeting, infrastructure needs and community engagement. Those skills have helped guide University City through leadership transitions and major planning efforts.
Her career includes leading the City of East St. Louis as City Manager and serving as City Clerk for the City of Dellwood — roles that deepened her experience in budgeting, operations, policy development and neighborhood engagement. Those early leadership posts helped shape her detail-driven approach to municipal service collaborative that focuses on the needs of residents.
In University City, Sharp has helped oversee departmental operations, advance strategic planning efforts and support major infrastructure, economic development and community initiatives. Her legal background has informed a wide range of policy and operational decisions, while her administrative experience has guided the city through periods of transition and growth.
“University City is an exceptional community with dedicated employees, engaged residents and strong civic leadership,” Sharp said. “I look forward to continuing to work collaboratively to advance the City’s priorities and serve our community.”
