Egypt Strengthens High-Tech Export Vision with New Semiconductor Cooperation Framework

Egypt is intensifying efforts to strengthen its position in the global semiconductor and electronics industry through a new long-term cooperation framework designed to accelerate exports, attract investment, and expand advanced engineering capabilities.

The initiative brings together the Ministry of Communications and Information Technology,  the Ministry of Investment and Foreign Trade,  Information Technology Industry Development Agency,  and the Export Development Fund  under a new seven-year cooperation framework focused on supporting high-value technology industries.

As part of the agreement, electronics design, semiconductor engineering, embedded systems, and mobile-related services will now be included within Egypt’s Export Development Program. The move is expected to create new opportunities for companies operating in advanced technology sectors by providing incentives linked to export growth and sector expansion.

The strategy reflects Egypt’s broader ambition to position itself as a globally competitive destination for semiconductor and electronics design services, supported by a growing engineering talent base and an evolving innovation ecosystem.

According to ITIDA, Egypt already hosts more than 86 multinational and local companies operating in electronics and embedded systems design. The sector is also emerging as one of the highest-value segments within the global offshoring industry, with value-added services exceeding 90%.

Officials believe the coordinated effort between government institutions will help strengthen Egypt’s competitiveness in global technology value chains while encouraging further investment in research, development, and advanced engineering services.

The initiative also aligns with wider national efforts to deepen local manufacturing capabilities, expand knowledge-based exports, and support the country’s transition toward a more innovation-driven digital economy.

With increasing global demand for semiconductor design, embedded software, and electronics engineering services, Egypt is positioning itself as an emerging regional hub capable of supporting international markets through skilled talent, cost competitiveness, and growing digital infrastructure.
