Lubega appointed managing director of MTN Mobile Money Uganda

The Board of Directors of MTN Mobile Money (U) Limited has appointed Phrase Lubega as the new managing director, subject to approval by the Bank of Uganda.

The appointment is expected to strengthen the company’s efforts to expand financial inclusion and digital financial services across the country.

Lubega brings more than 30 years of experience in telecommunications, information technology and financial services, with a track record in leadership, innovation and business growth across multiple markets.

Prior to this appointment, he served as interim managing director of MoMo Payment Service Bank in Nigeria, where he oversaw the implementation of the bank’s strategy and digital banking model. During his tenure, the business registered revenue growth, improved operational efficiency and introduced new products.

Within MTN Group, Lubega has held several senior roles, including group executive for fintech commercial operations and general manager for commercial and go-to-market. In these roles, he contributed to the expansion of mobile financial services and customer growth across the group’s footprint.

Serigne Dioum, chief executive officer of MTN Group Fintech, said Lubega’s experience would be critical to the company’s growth.

“His leadership will be instrumental as we strengthen our position in Uganda and expand access to secure and innovative digital financial solutions,” Dioum said.

Sylvia Mulinge, chairperson of the board of MTN Mobile Money (U) Limited, said the appointment marks a new phase for the company.

“He brings strong governance experience and a deep understanding of the business, which positions him well to drive sustainable value,” she said.

Lubega said he was looking forward to leading the company at a time when digital financial services are rapidly evolving.

“I look forward to working with the team and stakeholders to expand access to financial services and enhance customer experience,” he said.

A Ugandan national, Lubega has previously served as general manager for mobile financial services at MTN Uganda, where he oversaw the launch of products such as MoKash and contributed to revenue growth.

He also served as chief information officer at MTN Uganda, where he led the transformation of IT systems and supported the growth of mobile money services.

Lubega has also served on several boards within MTN’s mobile money operations in Africa, including in Benin, Congo Brazzaville and Guinea.

He holds a Master of Business Administration from York University (UK), an Executive MBA from Quantic School of Business and Technology (USA), and a Bachelor of Science in Physics from Makerere University.

The company also expressed appreciation to Sarah Bateta Okwi, who has been serving as acting managing director, for her leadership during the transition period.
