Major Breakthrough Ends Long-Running Labour Disputes as Doctors and WASCO Workers Secure New Deals

The threat of industrial unrest in Saint Lucia’s healthcare sector has eased, while WASCO employees are set to benefit from salary increases and enhanced benefits after the Department of Labour successfully brokered two long-standing collective agreements.

The agreements, finalized on July 27, represent a major breakthrough in industrial relations, resolving prolonged disputes involving the Millennium Heights Medical Complex (MHMC), the Saint Lucia Medical and Dental Association (SLMDA), the Water and Sewerage Company Inc. (WASCO), and the Civil Service Association (CSA).

The first agreement brings closure to a dispute that had become a source of concern for employees and stakeholders and had resulted in threats of industrial action by medical professionals at MHMC.

As part of the agreement, doctors and physicians employed at the medical institution will begin receiving their negotiated allowances and benefits from July 2026, a move expected to strengthen industrial peace while ensuring the continued delivery of healthcare services.

Acting Deputy Labour Commissioner Nicolai Lansiquot described both agreements as significant milestones in the Department’s efforts to foster harmonious labour relations, facilitate constructive dialogue and promote industrial stability across Saint Lucia.

The Department also secured a second agreement between WASCO and the Civil Service Association, the bargaining agent representing the company’s employees.

Under the agreement, WASCO employees will receive a six percent salary increase covering the 2022 to 2024 triennium, in addition to a range of negotiated allowances and benefits. The settlement resolves another long-standing industrial matter and reflects the commitment of both parties to reaching mutually beneficial outcomes.

Labour officials said negotiations in both matters were conducted in a respectful and solution-oriented manner, allowing employers and unions to reach agreements that addressed the interests of all parties.

Labour Minister Emma Hippolyte welcomed the successful conclusion of both agreements, describing them as a testament to the strength of social dialogue and Saint Lucia’s industrial relations framework.

She said the resolution of issues that had remained outstanding for years demonstrates what can be achieved when government, employers, employees and trade unions negotiate in good faith. According to the Minister, the agreements not only improve conditions for the affected workers but also reinforce the stable industrial relations climate that Saint Lucia continues to enjoy.
