China has called for African countries, including Namibia, to retain ownership of their mineral resources.

Chinese president Xi Jinping is urging stronger partnerships that prioritise local value addition, technology transfer and sustainable investment.

Chinese ambassador to Namibia Zhao Weiping made these remarks in Windhoek during a media briefing yesterday outlining China’s new policies and measures for cooperation with Africa.

He said Jinping outlined four principles for mining cooperation during talks with Botswana president Duma Boko on 13 October, stressing African ownership of natural resources, mutual benefits, high-quality development and a fair business environment.

“African resources should not become instruments of geopolitical rivalry, adding that cooperation should support industrial development and help African countries move beyond exporting raw materials,” Zhao said.

Jinping also called on Chinese companies to improve their operational capacity, transfer green technologies suited to African conditions, and explore affordable and sustainable financing models.

The remarks follow his July meeting with president Netumbo Nandi-Ndaitwah, during which he outlined three principles for mining cooperation, including mutual benefit, friendly consultation and innovative partnerships.

Zhao urged Namibia to take advantage of China’s growing economic engagement with Africa, including preferential market access and an upgraded green channel for exports.

China introduced zero tariffs for 53 African countries, including Namibia, on 1 May.

The renewed emphasis on value addition comes as Namibia seeks to maximise benefits from its mineral wealth and attract investment into local industries.
