By Zoila Palma: A delegation from the Office of the Clerk of the National Assembly participated in a Caribbean Regional Workshop on Artificial Intelligence (AI) and Digital Solutions for Parliamentary Modernization, held from September 12 to 13, 2026, at Florida International University in Miami, Florida.
The delegation included Clerk of the National Assembly Manuel Grant and Acting Deputy Clerk Tiarnah Bralmarie.
The regional workshop brought together parliamentary staff from across the Caribbean for an interactive learning experience focused on modernizing legislative operations through artificial intelligence and other digital solutions.
Participants explored how emerging technologies can improve institutional efficiency, strengthen information management, preserve legislative records, and expand public access to parliamentary information, with emphasis placed on the practical and responsible adoption of AI within parliamentary institutions.
Grant served as a panelist during a session on “Legislative Digitization Standards,” where he highlighted the importance of common data standards, interoperability, and the long-term preservation of legislative documents. He also led a working group presentation and discussion on AI policies.
The workshop addressed other areas including document digitization, data quality, cybersecurity, information management, legislative data standards, commercially available AI tools, and the development of shared digital resources for Caribbean parliaments.
The workshop was convened by the House Democracy Partnership, a bipartisan commission of the U.S. House of Representatives, in collaboration with ParlAmericas and the POPVOX Foundation.
Participants were also introduced to the POPVOX Foundation’s Digital Parliaments Project Initiative and its ParliLink AI-powered platform being developed for legislatures.
The Office of the Clerk said Belize’s participation provided an opportunity to exchange experiences with regional counterparts, strengthen institutional knowledge, and identify practical ways to improve efficiency, continuity, and public access to parliamentary information through emerging technologies. The participation costs for both Belizean delegates were covered by ParlAmericas.
