Cabinet approves strict conditions for sand and gravel extraction on North Stann Creek River

By Zoila Palma: The Government of Belize announced today that Cabinet has approved recommendations from the Ministry of Natural Resources, Petroleum and Mining, for the management of sand and gravel extraction along the North Stann Creek River, following an updated technical assessment conducted in April 2026.

Following technical assessments conducted between January and April 2026, Cabinet has endorsed a controlled and sustainable approach to river mining. This includes:

Limited permit issuance for eleven (11) river bar sites confirmed to have adequate material, subject to strict operational conditions;

Closure of thirteen (13) depleted sites requiring natural replenishment, with no permits to be issued for these locations during the 2026 season;

Restriction of two (2) sites to rehabilitation works only, to address erosion and restoration of river channel integrity; and

Strengthened enforcement measures, including increased monitoring, and legislative amendments to ensure higher penalties for illegal extraction, and action against non-compliant operators.

In addition, cabinet reaffirmed that no new extraction sites will be approved in 2026, and that all permitted activities will be subject to strict controls, including defined extraction zones, volume limits, and dry-season operations only.

A statement from the Ministry said that this decision responds directly to increasing demand for construction aggregates in the North Stann Creek region, while establishing clear safeguards to protect river stability, reduce erosion risks, and maintain long-term resource availability.

The Ministry of Natural Resources, Petroleum and Mining plans to intensify field monitoring and enforcement oversight throughout the 2026 extraction period to ensure full adherence to Cabinet directives.
