MWANZA: GHANA has outlined the key strategies behind its successful implementation of local content policies in the mining sector, urging African countries to strengthen legislation, promote value addition and deepen stakeholder collaboration to maximise benefits from mineral resources.

Speaking at the Fifth Local Content Compliance Forum (LCCF 2026) in Mwanza, the Deputy Chief Executive Officer for Policy, Planning, Mineral Titles and Local Content at the Minerals Commission of Ghana, Victoria Awuni, said the country’s achievements stem from a robust legal and policy framework that has increased the participation of local businesses across the mining value chain.

She said Ghana has introduced comprehensive laws, regulations and a 2030 local content policy framework aimed at ensuring mining activities contribute more significantly to national economic development.

Ms Awuni noted that the government is placing greater emphasis on mineral value addition before export, with efforts underway to encourage more mining companies to establish local processing facilities despite only a few currently undertaking such activities.

She said collaboration between the Minerals Commission, the Chamber of Mines and other key stakeholders has also been instrumental in shaping and strengthening local content policies.

According to her, continuous stakeholder engagement has enabled the government to formulate practical policies that expand business opportunities for local enterprises while improving compliance within the mining sector.

Ms Awuni added that Ghana has complemented its policy framework with incentives for mining companies, including selected tax relief measures and import-related incentives, to enhance investment, competitiveness and the growth of the industry.

She said the combination of strong legislation, stakeholder partnerships, value addition and targeted incentives has positioned Ghana as one of Africa’s leading examples in promoting local participation and economic benefits from the mining sector.
