Initial draft of constitutional reforms expected to be presented to government shortly

An initial draft of constitutional reforms for Anguilla is expected to be presented to the government shortly for review, according to Premier Cora Richardson Hodge.

During a press conference on 18 May, she said the Constitutional Reform Committee, which was formed in October 2025, has been “steadily working at reviewing the constitution”.

“I understand that they will soon have an initial draft to lay before us,” she said, adding that it will then proceed to public consultation.

In the past, several constitutional and electoral reform committees or commissions have been tasked with reviewing and recommending updates to the 1982 Constitution of Anguilla.

The latest update was in 2019, when the government advanced significant constitutional reforms designed to modernise Anguilla’s governance structures.

These included the introduction of at-large seats in the Anguilla House of Assembly, allowing for islandwide representation at the 2020 general election for the first time.

Additionally, the amendments expanded the definition of ‘Anguillian’ to include descendants across multiple generations.

In an interview on Radio Anguilla last July, the premier said a draft constitution had been put together over five years ago and some “engagement” had taken place then with the UK government.

However, “no progress” had taken place since, she said, adding that the new committee, made up of the same members, would revisit their earlier work and address outstanding issues.

Possible amendments they would consider included removing the voting power of the deputy governor and attorney general from parliament, and altering the structure of the Executive Council, she said at the time.

The Anguilla Constitution Order 1982 was drafted and enacted by the UK following Anguilla’s formal separation from Saint Kitts and Nevis, replacing earlier interim governance arrangements.

It established a structured local self-government under a UK-appointed governor, created a House of Assembly, and clearly defined executive and legislative powers for the island.
