The works ministry was scrutinised last week over alleged foreign dominance in Roads Contractor Company projects.
Namibia Economic Freedom Fighters deputy president Longinus Iipumbu on Thursday accused state-owned enterprises of moving away from their transformation mandate, claiming the RCC had become a channel for foreign dominance in infrastructure delivery.
He pointed to the 2018 RCC partnership with Chinese firm Nantong Sanjian, alleging that out of N$4.1 billion in tenders about N$2 billion went to the foreign partner, leaving locals in subcontracting roles.
“This is not just bad policy but economic sabotage,” Iipumbu said.
He said this drains capital and weakens domestic capacity.
Iipumbu called on the government to enforce a 70% local value retention policy, launch a forensic audit of the RCC’s foreign partnerships since 2015, and to consider restructuring the company’s leadership.
Minister of works and transport Veikko Nekundi, however, rejected calls for a six-month forensic audit, saying a 10-year review cannot realistically be completed in such a short period.
He said forensic audits are costly and must be backed by sufficient justification rather than political pressure alone.
On governance reforms, Nekumdi said localisation provisions could be incorporated into the Public Procurement Act, but stressed his ministry is not the custodian of that legislation.
He said the RCC’s operations reflect local participation, citing full subcontracting grading units, 100% execution of bitumen maintenance, and participation of small medium enterprises in capital projects.
