A known habitual offender linked to a string of copper cable thefts across Windhoek has once again been arrested.
This was announced on Wednesday morning on Windhoek City Police Service social media platforms.
The suspect, Moses Moses (35), has been repeatedly implicated in incidents involving electrical infrastructure stripping, including at substations and public facilities.
The police say his latest arrest follows a history of similar offences, dating back several years.
Moses was previously arrested in 2023 in connection with the theft of copper cables at Dawid Bezuidenhout School, where he allegedly used a similar method of opening electrical boxes and cutting copper cables.
He was convicted and fined N$12 000. He has also been arrested for incidents recorded in April 2023 and March 2025.
In a related incident, members of the City of Windhoek’s electricity department, who were carrying out work at a local mall, reportedly detected suspicious activity and discovered Moses hiding in the ceiling with the alleged intention of stealing copper cables.
He was positively identified at the scene, arrested by the police, and taken to Katutura Police Station for further investigation.
On Sunday, patrol members apprehended him again while he was allegedly stripping a substation belonging to the Namibia Power Corporation.
He appeared before the Windhoek Magistrate’s Court at Katutura on Monday, where he was granted bail of N$2 500.
The police have confirmed that he has several cases pending before the court.
Investigations into the matter are ongoing.
