ZANU PF Manicaland has pulled the plug on a senior cadre, impounding a party-issued Ford Ranger after he openly defied the party line on presidential term limits.
Nyanga Central Committee member Moses Gutu had the vehicle taken from him this week following a Provincial Executive Committee (PEC) decision to recommend his suspension. The charge: breaching Article 27 of the party constitution for misconduct and insubordination.
The hammer came down at a PEC meeting in Mutare on Monday. Provincial Commissar Albert Nyakuedzwa confirmed the recommendation is now headed to the national commissariat for action.
Gutu’s offence, according to the province, was mobilising structures against Constitutional Amendment Bill No. 3 (CAB3), which was later passed and signed into law (CAA3), and trashing Resolution One — the same decree that backs extending President Emmerson Mnangagwa’s term beyond 2028.
Just weeks ago, delegates at the ZANU PF 23rd National People’s Conference in Chinhoyi reaffirmed that stance and resolved to deal “decisively” with dissenters. Manicaland says it is now enforcing that directive.
Videos of Gutu denouncing CAB3 have been making rounds online and the party’s Manicaland PEC ruled that public campaigns against party policy will not be tolerated.
Party transport secretary Stanley Mbawa reportedly handled the surrender of the vehicle.
“He brought the vehicle to the provincial offices on Tuesday. It’s in good condition, due for service. He even signed an affidavit confirming he surrendered it to me on behalf of the party,” Mbawa was quoted by State media.
This is not Gutu’s first run-in. He faced disciplinary action between 2015 and 2016 when he was Nyanga Rural District Council chair.
Nyakuedzwa was blunt saying ZANU PF is a disciplined party guided by democratic centralism.
“Dissent is dealt with internally, not on social media. Members who rebel against conference resolutions risk suspension, expulsion, and losing party benefits — including vehicles,” he said.
The province restated its backing for CAA3, calling it critical for “stability, development and continuity” under Mnangagwa.
