Reginald “Reggie” Nichols, M.Ed., SHRM-CP, has spent more than two decades watching that pattern unfold. As the founder of CEL HR Consulting, he has built his practice to change it, providing strategic, high-quality HR guidance to small and mid-sized organizations that have historically gone without it.

“HR was either reactive or overlooked entirely,” Nichols said. “I wanted to help organizations build something proactive and sustainable.”

The Name Behind the Mission

CEL HR Consulting officially launched in December 2024, but its foundation stretches much further. The name itself reflects both philosophy and legacy.

“CEL” stands for Compliance, Engagement, and Leadership—the three pillars Nichols believes are essential for building a sustainable, people-centered workplace.

The name also carries personal meaning. The letters C and E honor his parents, Charlie Nichols and Ethel Hill, who were part of the Great Migration from Northern Florida to Boston in search of greater opportunity. The L represents his daughter, London, and the future he is helping to build.

In three letters, the name reflects both generational progress and a forward-looking vision grounded in equity and purpose.

Twenty Years in the Making

Nickels’ career spans higher education, the public sector, nonprofit leadership, and labor relations, each shaping his approach to HR.

“Working in union environments sharpened my skills in negotiation and compliance,” he said. “Higher education strengthened my commitment to equity and development. Nonprofit work reinforced the importance of doing more with limited resources.”

Rather than applying rigid frameworks, Nichols works directly with organizations to meet them where they are, offering practical, tailored solutions.

His SHRM-CP certification, held since 2020, is supported by more than 300 hours of annual continuing education.

“HR is constantly evolving. Laws change, workplace expectations shift, new challenges emerge. My learning becomes my clients’ protection and advantage.”

The Mistakes That Cost Small Businesses the Most

According to Nichols, one of the most common mistakes small businesses make is failing to formalize processes early.

Many organizations rely on informal systems and verbal agreements, which may work initially but create significant risk as they grow.

“Many businesses rely on informal practices, which can create real risk as they grow,” he said. “The second mistake is not clearly defining roles, expectations, and policies.”

The solution is often straightforward: establish clear documentation, define roles, and create consistent policies before problems arise.

Compliance issues frequently stem from overlooked details, including worker classification, time tracking, and missing policies.

“Compliance is not about perfection. It’s about consistency and awareness.”

DEI Without the Jargon

While diversity, equity, and inclusion can be polarizing, Nichols approaches the concept through outcomes rather than terminology.

“Instead of starting with terminology, I focus on outcomes—improving workplace culture, strengthening communication, and creating fair and consistent practices.”

By reframing DEI as a practical business strategy rather than a political concept, Nichols helps organizations see its value in performance and retention.
