17 Ways How Museveni Will Rig The 2026 Uganda Presidential ‘Elections’

Violence and Mass Campaign Arrests: Bobi Wine’s campaigns have been violently suppressed by security forces using tear gas and live rounds. Over 1,000 opposition supporters are currently detained on politically motivated charges. 2. Opposition Leaders Targeted: The regime abducted Kizza Besigye from Nairobi and detained many of Bobi Wine’s key aides such as Alex Waiswa, Bobi Young, Olivia Lutaaya, Gaddafi Mugumye and Machete. Muhoozi Kainerugaba (CDF and Museveni’s son) further inflamed tensions by bragging on social media about having Bobi Wine’s bodyguard, Eddie Mutwe, in his “basement”—a term widely viewed as a euphemism for a torture chamber. 3 Incomunicado Detention: Kenyan activists Bob Njagi and Nicholas Oyoo were abducted, detained incomunicado, and only released after intervention by Kenyan leadership. They give detailed descriptions of the torture centers used by the Ugandan regime. Aspirtant MP Sam Mugumya was abducted on 26 August in Mbarara and his whereabouts remain unknown. 4. EC Bias and Unopposed NRM Candidates: The Electoral Commission (EC) is accused of bias for disqualifying dozens of opposition candidates on technicalities, resulting in high-ranking NRM figures like Anita Among and Thomas Tayebwa to run ‘unopposed’. 5. EC refused to condemn Violence: The Electoral Commission has not investigated nor condemned the Violence, Intimidation, Bribery, Abductions, Arbitrary Arrests and Incomunicado Detention during campaigns. 6. Lacking Voting Transparency: Directives by security forces and CDF Muhoozi requiring voters to leave polling stations immediately are contrary to the constitution and Section 31 of the Presidential Elections Act that allows voters to remain at 20 meters distance. 7. Targeting Civic Leaders: The arrest and remand of Sarah Bireete (Center for Constitutional Governance) until January 21 has been widely condemned as a move to silence critical election oversight. Important NGO’s such as Chapter Four were shut down. 8. Voter Bribery: Many videos have emerged showing the NRM using state resources for nationwide “voter facilitation” (bribery) to influence the outcome. 9. Symbol Bans: The EC and security forces have restricted the use of the Ugandan Flag and red berets, which the National Unity Platform (NUP) adopted as core symbols of their “People Power” movement. 10. “No Handover” Rhetoric: Senior security and NRM officials have publicly stated that the military will not “hand over” power to a non-revolutionary leader, casting doubt on the ballot’s power. 11. Absence of Western Observers: Due to unaddressed concerns from 2016 and 2021, the EU and US have notably declined to send full monitoring missions, citing a lack of a level playing field. 12. Internet and Starlink Restrictions: Following a UCC directive, Starlink was disabled in Uganda on January 1, 2026. A total internet shutdown took effect on 13 January. 13. Judicial Exile: Justice Esther Kisaakye, the only Supreme Court judge to dissent in the 2021 election petition, remains in exile after reporting threats to her life. 14. Ballot Stuffing and Turnout Anomalies: Critics point to the 2021 “100% turnout” at 409 stations as a blueprint for expected massive ballot-box stuffing in this cycle. 15. Popular Sentiment: Digital trends (Google Trends) and independent social media polls show Bobi Wine leading by over 60%. This is confirmed by an online survey by the company Afroopinion. 16. Institutional Bias: State-funded institutions and schools have been co-opted for NRM campaigning. Staff who express support for Bobi Wine are silenced, intimidated, or fired. 17. Fraudulent Voter Register: To facilitate double voting and ballot box stuffing the EC has allowed duplicates and dead people to remain on the Voter Register.
