Insurgents are displacing millions in the region as they expand outward from the Sahel. That trend has put pressure on governments amid their perceived failure to protect citizens and, in some cases, the rising cost of living as militants restrict access to farmland. Militaries have in recent years reacted to the political and economic instability in West Africa by seizing power in Mali, Guinea, Burkina Faso, Niger, and last month in Guinea-Bissau.
