Without knowing precisely which TO Group to which Duean is referring - but I could guess that it's a particularly large one - I'd assume the strategies would be a combination of: internal strategies aimed at caring for Country and water; possibly its community engagement strategy on Treaty; establishing relationships with LGAs, and the list goes on.
