By Zoila Palma: The World Health Organization (WHO) opened its 79th World Health Assembly in Geneva on Monday under the shadow of multiple global health emergencies, including Ebola outbreaks in Central Africa, a hantavirus outbreak aboard a cruise ship, and growing financial pressures facing international health systems.
Health ministers and diplomats from around the world gathered for a week of discussions focused on pandemic preparedness, health financing, emergency response, and international cooperation.
During the opening session, WHO Director-General Tedros Adhanom Ghebreyesus warned that the world is facing increasingly difficult global conditions. “From conflicts to economic crises to climate change and aid cuts, we live in difficult, dangerous and divisive times,” Tedros told delegates.
The Assembly convened just one day after Tedros declared a public health emergency of international concern over an Ebola outbreak in the Democratic Republic of the Congo that has spread into neighboring Uganda. At the same time, WHO continues to coordinate the international response to a hantavirus outbreak aboard the cruise ship MV Hondius, which arrived in the Netherlands after an evacuation and repatriation operation carried out in Tenerife in Spain’s Canary Islands. Remaining crew members are now undergoing a 42-day quarantine while the ship is disinfected.
Tedros said the recent outbreaks highlight the importance of international cooperation in managing cross-border health threats.
WHO is also dealing with major financial challenges after reductions in donor funding over the past year forced the agency to restructure programs and reduce staffing.
According to WHO budget documents, unpaid assessed contributions from current and previous financial periods totaled nearly $360 million at the end of 2025. Despite the financial strain, Tedros said, “We have now completed the restructuring process. We have reached a position of stability and are moving forward, with purpose and confidence.”
Over the coming week, delegates are expected to debate a broad agenda that includes malaria elimination, antimicrobial resistance, universal health coverage, artificial intelligence in healthcare, and reforms to strengthen global pandemic preparedness.
