A special committee of the legislative assembly invites input on parts 10 and 11 of the Insurance (Vehicle) Act and Bill M 237, Insurance (Vehicle) Amendment Act, 2026.

The Insurance (Vehicle) Act is B.C.’s auto insurance legislation. In 2020, changes to the act introduced a no-fault insurance model, also known as enhanced care coverage, for auto insurance in B.C. through parts 10 and 11 of the act.

Part 10 outlines accident-related benefits, including income replacements, permanent impairment compensation, and health-care and rehabilitation service coverage. This part also restricts the ability to initiate injury claims.

Part 11 establishes the framework for basic vehicle damage coverage and includes corresponding limits on legal actions related to vehicle damage.

Bill M 237, Insurance (Vehicle) Amendment Act, 2026, proposes specific changes related to the time period to make a claim for benefits for a catastrophic injury and proposes a change to the meaning of a catastrophic injury.

The special committee will accept written input until June 25, 2026, at 2 p.m. (Pacific time). The special committee will review all input with a view to inviting presentations in the fall.

The special committee is comprised of members of the legislative assembly from all recognized parties. Section 182 of the Insurance (Vehicle) Act requires the legislative assembly to appoint a special committee to conduct a review of parts 10 and 11 of the act. Bill M 237 was committed to the special committee on April 22, 2026. The special committee has until February 18, 2027, to complete its work.
