IN a move aimed at elevating luxury living standards and promoting structured urban development, the Lesotho Housing and Land Development Corporation (LHLDC) has officially launched a new high-end villa project in Ha Pena-Pena, dubbed Rockvill Crescent.
The development is targeted exclusively at Lesotho’s high-income earners and is expected to offer a sophisticated residential environment complete with modern amenities and well-planned infrastructure.
The project site, formerly consisting of uncultivated fields at the foothills of Ha Pena-Pena, is set to undergo a major transformation. It will comprise more than 100 residential plots ranging in size from 800 to 1800 square metres, as well as a designated recreational area.
The initiative forms part of LHLDC’s broader commitment to developing sustainable, high-quality residential spaces that meet the needs of affluent residents.
One of the project’s unique features is an exception to the country’s conventional land allocation regulations, which generally limit land allotments to 1000 square metres per individual. Owing to the rocky nature of the terrain, which could render some sections unsuitable for development, project planners negotiated a deviation from the standard requirement to maximise the land’s potential and ensure the project’s viability.
Speaking at the launch, LHLDC Managing Director, Malesekele Matekane, said the Corporation was continuously identifying and developing new areas across the country.
“Ha Pena-Pena was identified as a location with great potential for development,” Ms Matekane said.
“Our goal is to develop areas that promote planned growth and prevent the chaos often seen in unregulated urban expansion.”
Ms Matekane also highlighted the challenges posed by unplanned housing developments in Maseru, noting that informal and poorly monitored construction activities along the Kofi Annan Pass had contributed to uncoordinated urban sprawl, making city planning and service delivery more difficult.
She said the well-structured Rockvill Crescent development was intended to serve as a model for future housing projects by ensuring that critical infrastructure such as roads, sewer systems and electricity networks were established from the outset.
Construction is expected to begin within the next two weeks, with the aim of delivering a fully serviced residential site that offers convenience and accessibility to both residents and investors.
Maseru Mayor, Relebohile Sechache, welcomed the initiative but stressed the importance of LHLDC honouring its commitments.
Referring to previous projects such as Masowe II, Mr Sechache urged the Corporation to ensure that promised infrastructure developments, particularly access roads, were completed.
“Residents deserve to see tangible progress, and it is essential that developers fulfil their promises to build trust and promote sustainable growth,” Mr Sechache said.
