Puntland has long been described as the “mother of federalism” in Somalia because of the role it played in promoting and defending the federal system after the collapse of the central government. Just as a mother nurtures, educates, and prepares her children to coexist within society, Puntland sought to help build a political system in which Somalis could share power and govern together peacefully.
