Peace, Economy Take Centre Stage in Museveni’s National Address

President Yoweri Kaguta Museveni has declared that peace and stability remain Uganda’s greatest achievements, using his State of the Nation Address at Kololo Independence Grounds to outline his government’s priorities at the start of a new term.

Addressing the nation, Museveni said sustained security across the country has laid a firm foundation for economic growth, social transformation, and improved livelihoods. Without stability, he noted, Uganda’s progress in infrastructure, trade, and investment would not have been possible.

His address comes as Uganda prepares to roll out an ambitious Shs 84.39 trillion budget for the 2026/27 financial year. Of this, Shs 44.18 trillion is expected from domestic sources, while about Shs 33.4 trillion will go toward debt servicing underscoring mounting fiscal pressure.

Despite this, Museveni struck an optimistic tone, pointing to continued investments in roads, electricity, and ICT as key drivers of economic transformation. He said expansion of the tarmacked road network and increased electricity access are boosting industrialisation and easing trade.

Wealth creation at household level featured prominently, with the President urging Ugandans   especially the youth  to actively engage in income-generating activities. He singled out the Parish Development Model (PDM) as a central government strategy to transition citizens from subsistence to a money economy.

Museveni noted that under the PDM, government is channeling at least Shs 100 million annually to each of the country’s over 10,500 parishes, translating into more than Shs 1 trillion per year directly injected into grassroots economies. He said millions of households have already been targeted to benefit through parish-based revolving funds aimed at boosting small-scale enterprise and production.

Museveni also emphasized commercial agriculture, calling on farmers to adopt enterprise selection and modern farming methods to improve productivity and incomes. He said government efforts are aimed at ensuring every household participates in wealth creation.

On industry, the President highlighted gains in local manufacturing and value addition, noting that Uganda is gradually reducing reliance on imports while expanding exports. He also pointed to regional trade opportunities within the East African Community, despite ongoing non-tariff barriers.

In the social sector, Museveni cited improvements in education and health but called for greater efficiency and accountability to ensure services benefit ordinary citizens.

Security remained a central pillar of his address, with assurances of internal stability, alongside warnings about regional threats that require continued vigilance.

He also paid tribute to prominent Ugandans who have passed on, recognizing their contributions to national development.

Looking ahead, Museveni urged citizens to embrace discipline, hard work, and patriotism, and to take full advantage of government programmes aimed at improving livelihoods.
