TOURISM Minister Barbara Rwodzi was Monday named the best-performing minister of 2025 after outperforming 24 other cabinet ministers in the government’s latest performance evaluation.
The results were announced during a performance contract signing ceremony held in Harare, where ministers and senior government officials signed new performance contracts for 2026 and were ranked based on their work over the past year.
Agriculture Minister Dr Anxious Masuka finished second, while Justice Minister Ziyambi Ziyambi came third.
The evaluations are part of a public sector reform programme introduced in recent years by President Emmerson Mnangagwa to set clear and measurable targets for government officials.
The evaluation involved 25 cabinet ministers and 20 met their set targets, while five fell below target but were still within the allowed margin.
Speaking during the event, President Emmerson Mnangagwa said the Performance Contract Signing Ceremony marked a renewed commitment by government officials to uphold accountability, strive for excellence and deliver results, while reminding them that their duty was to serve ordinary Zimbabweans wholeheartedly.
“Today’s Performance Contract Signing Ceremony represents new obligations to ensure accountability, excellence and results-oriented leadership. As we append signatures to the Performance Contracts, let us always remember the ordinary citizens of our beloved motherland, Zimbabwe, whom we must serve wholeheartedly,” Mnangagwa said.
The evaluation also ranked deputy ministers, permanent secretaries, independent commissions and provincial ministers as part of a performance contract system
16 permanent secretaries met their targets, while nine fell below target but remained within the acceptable range.
Among deputy ministers, 16 met their targets while 10 were below target but still within variance.
Five out of ten Provincial Ministers met their set targets and five falling below but remaining within variance.
