Lambeth tightens rules on dockless e-bikes as new deal promises cheaper fares and cleared pavements

Dockless bike operators Lime, Voi and Forest have signed new agreements with Lambeth Council aimed at clearing pavement clutter and cutting fares to the cost of a bus ticket.

Under the deal, Lambeth becomes a ‘bay parking only’ borough – all riders must end trips in designated parking bays, with operators facing fines and bike seizures if they fail to keep pavements clear. The council plans to place a bay every 200 metres, with 136 new bays funded by operators and TfL bringing the borough total to over 500.

Every operator has agreed to offer at least one fare comparable to a £1.75 bus ticket, with discounts of up to 50% for key workers and people on low incomes. Voi will operate in Lambeth for the first time, widening choice for riders. Boroughs do not currently have full statutory powers to regulate dockless bikes, meaning councils must rely on local agreements while city-wide regulation is developed.

Lambeth says badly parked bikes are a serious hazard, noting that nearly half of blind and partially sighted people say dockless bikes and e-scooters prevent them from getting out and about. A dedicated enforcement team with data-enabled targeting and an enforcement van will tackle the problem.

The deal comes as Lime rolls out its rebranded LimeBike model across London this month, featuring smaller 20-inch wheels, a lower frame, improved parking location technology and a modular design aimed at reducing waste.

Meanwhile, the e-bike turf wars continue elsewhere – Richmond Council is considering banning Lime entirely after Forest outbid it in a council tender, following a similar battle in Hounslow last year.
