Saint Lucia’s drive toward a modern, technology-driven public service intensified last week as senior government officials, regional agencies, and international development partners gathered for a high-level workshop focused on reshaping leadership, innovation, and institutional culture across the public sector.
Hosted by the Department of Public Sector Modernisation, the three-day workshop explored the deeper structural and cultural changes required to successfully transform government services in the digital age.

Bringing together representatives from the Caribbean Centre for Administrative Development, the United Nations Department of Economic and Social Affairs, and the Economic Commission for Latin America and the Caribbean, the sessions also included senior and middle management public officers from across the Government of Saint Lucia. Discussions centered on preparing institutions to operate more efficiently while delivering faster, citizen-focused services through digital governance reforms.
Director of Public Sector Modernisation Marlon Narcisse stressed that digital transformation is not simply about placing government services online, warning that true modernization requires changes in leadership, institutional culture, and the mindset of public officers themselves.

According to Narcisse, both systems and personnel must evolve if governments are to remain effective in an increasingly technology-driven world.
Executive Director of CARICAD, Devon Rowe, cautioned that many public sector reform initiatives across the Caribbean fail because of resistance to change and weak leadership support for innovation.
Rowe argued that transformation efforts are far more likely to succeed when leaders actively encourage adaptability and foster environments where innovation can thrive within government institutions.
Innovation itself emerged as a major focus of the workshop, with CARICAD Leadership Development and Institutional Specialist Dr. Lois Parkes urging public officers to embrace new ideas while maintaining accountability and public trust.
Participants described the workshop as particularly significant as Saint Lucia advances major initiatives such as DigiGov and broader public sector modernization reforms.
Director of the National Competitiveness and Productivity Council, Lisa Florent-Montoute, said the discussions reinforced the reality that digital transformation is not only about technology, but also about leadership, people, and institutional systems working together effectively.
The programme concluded with sessions examining artificial intelligence, digital governance, leadership assessments, and action planning for future DigiGov onboarding initiatives as Saint Lucia continues efforts to build a more modern and responsive public service.
