The brother of Joy St Omer, the woman fatally shot on Wednesday, says his sister repeatedly sought help over alleged threats and abuse, but believes the system failed to protect her despite years of warning signs.
Describing the justice system as “zero out of ten,” the grieving relative said authorities “could have done something” long before the situation escalated into tragedy.
According to the brother, St Omer made repeated reports to police over an extended period, but eventually lost faith in the process because she felt she was “wasting her time.”
He claimed the alleged threats dated back several years, including before the individual involved reportedly left the military, insisting authorities had already received “the information, the threats, everything.”
The brother further alleged that St Omer feared the situation could eventually turn deadly, saying she “knew it would have ended like that” because of what he described as failures within the justice system.
Remembering his sister as jovial, determined and hardworking, he said the loss has left a painful void for the family, noting that they “grew up together” and “joked around a lot,” adding, “I’ll miss everything about her.”
Despite the circumstances surrounding the killing, the family says it has no interest in retaliation. The brother stressed that they “don’t believe in these things,” adding that he trusts “God will take his way and make things happen when the time is right.”
He is now urging authorities to treat threats and reports of abuse with greater urgency, expressing hope that his sister’s death will serve as a turning point because “this is not the first time this has happened in Saint Lucia.”
Meanwhile, a community member who reacted to the incident argued that the issue extends beyond government systems and reflects what they described as “the mindset of the young men.”
The resident also pointed to concerns surrounding violence and access to firearms, stating that if “a young woman tells you she doesn’t want you and you want to kill her, you have a problem,” while lamenting that it is “sad for a young woman to lose her life for such petty reasons.”
The killing of Joy St Omer has reignited national concern surrounding gender-based violence, reported threats, and the effectiveness of intervention systems, as calls intensify for stronger action and accountability.
Earlier today, police confirmed that the alleged perpetrator turned himself in while accompanied by his attorney.
