LESOTHO has taken a significant step towards digital transformation, with the Minister of Information, Communications, Science, Technology and Innovation, Nthati Moorosi, officially signing three key policies aimed at advancing the country’s digital infrastructure and governance.

The policies – the Broadband Infrastructure Sharing Policy, Data Management Policy, and Artificial Intelligence (AI) Policy – form part of the government’s broader strategy to modernise Lesotho’s technological landscape and accelerate the country’s transition into a digital economy.

The initiatives are expected to improve digital connectivity, strengthen data governance and security, and promote the responsible adoption of emerging technologies such as artificial intelligence.

Speaking at the signing ceremony held at Makoanyane Square in Maseru yesterday, Ms Moorosi described the occasion as a milestone in Lesotho’s digital development journey.

“Today marks an important milestone in our journey towards a more connected, secure and innovative future,” Ms Moorosi said.

“These policies will serve as foundational pillars for sustainable development, innovation and improved quality of life for all Basotho.”

The Broadband Infrastructure Sharing Policy seeks to optimise the deployment of telecommunications infrastructure by encouraging collaboration among service providers, thereby expanding access to affordable high-speed internet across the country.

The Data Management Policy establishes a framework for effective data governance, ensuring data privacy, security and ethical use, while the AI Policy provides guidelines for the responsible integration of artificial intelligence technologies into sectors such as healthcare, education and public administration.

During the same event, Ms Moorosi also launched the construction of a Digital Outreach Studio at Makoanyane Square.

She said the project aligns with the National Strategic Development Plan II, which prioritises economic diversification, job creation and sustainable growth, as well as the National Digital Policy’s vision of transforming Lesotho into a knowledge-based digital economy.

The studio forms part of the e-Government Infrastructure Phase II project, which is supported by the African Development Bank (AfDB) and aims to strengthen digital services, promote inclusion and improve public service delivery.

“This initiative exemplifies the government’s commitment to harnessing technology as a catalyst for social and economic transformation,” Ms Moorosi said.

“The Digital Outreach Studio stands as a testament to Lesotho’s unwavering commitment to building a digitally inclusive and innovative society.”

She added that the facility represents more than just a new building.

“This groundbreaking development signifies a strategic investment in Lesotho’s future – a future driven by innovation, opportunity and digital empowerment. We are laying the foundation for technological advancement and inclusive prosperity for all.”

Ms Moorosi said the studio was designed to create opportunities for young people, particularly those interested in photography, multimedia production and other creative industries.

“This facility was developed to bring positive change to the community and help address unemployment by creating opportunities for young people to develop digital and creative skills,” she said.

“The studio aims to become a vibrant hub for innovation, entrepreneurship and income generation while fostering pride in Lesotho’s development.”

Maseru Mayor Relebohile Sechache welcomed the project, describing it as an important investment in the city’s future.

“Today is a joyous day as the ministry has partnered with us to transform this space into something meaningful for the community,” Mr Sechache said.

“The goal is to change lives and empower the next generation.”

He said the Digital Outreach Studio has the potential to help tackle youth unemployment by equipping young people with skills in multimedia production, digital marketing and other creative fields, enabling them to participate meaningfully in the growing digital economy.
