Somalia’s govt flouts new constitution by appointing MPs as ministers

MOGADISHU (Somaliguardian) – Just two weeks after Somalia’s parliament ratified a controversial new constitution championed by the federal government, tensions over its implementation are already emerging.

Although the constitution explicitly prohibits members of parliament from serving as ministers, the government quickly appointed several MPs to ministerial positions anyway.

Following ratification, Speaker Adan Madobe declared the constitution officially in effect and confirmed that the president and parliament’s terms had been extended by one year under its provisions.

For many observers, the episode exposes a constitution applied selectively: its restrictions on ministerial appointments were ignored, while its rules were readily invoked to extend presidential authority.
