The International Football Association Board (IFAB) has approved new amendments to two laws regarding discriminatory and inappropriate behavior.
The aforementioned laws were approved at IFAB’s special meeting held in Vancouver, Canada.
“At a Special Meeting held in Vancouver, Canada, The IFAB unanimously approved two FIFA-proposed Law amendments to address discriminatory and inappropriate behaviour. As was agreed at The IFAB’s Annual General Meeting (AGM) in February, these decisions follow thorough FIFA-led consultations with all key stakeholders.” Read a statement from IFAB.
The first Law amendment looks at players covering their mouths in situations of confrontation with opponents
“At the discretion of the competition organiser, any player covering their mouth in a confrontational situation with an opponent may be sanctioned with a red card.”
In several instances, players are seen covering their mouths to conceal their words from being analyzed later.
The most recent incident happened in February 2026 during a Champions League match between Real Madrid and Benfica that was halted for 10 minutes following allegations that Benfica winger Gianluca Prestianni racially abused Real Madrid forward Vinícius Júnior. While Vinícius reported racist insults, UEFA subsequently banned Prestianni for six matches in April 2026 for homophobic conduct during the incident, clearing him of the racism charge.
The other Law that will have an amendment is the case when players leave the field of play in protest at a referee’s decision
“At the discretion of the competition organiser, the referee may sanction with a red card any player who leaves the field of play in protest at a referee’s decision. This new rule will also apply to any team official who incites players to leave the field of play.A team that causes a match to be abandoned will, in principle, forfeit the match.” Reads the excerpt from IFAB.
It should be noted that the AFCON 2025 was halted for over 15 minutes when Senegalese players walked off the pitch in protest of a decision by referee Jacques Ndala to award a penalty to Morocco.
These amendments will be communicated to the 48 participating teams at the FIFA World Cup 2026 in the coming weeks.
